Asbestos Management

ENPLAN has a CAL-OSHA Certified Asbestos Consultant (CAC) as part of its team of Environmental Scientists, Planners and GIS Specialists. ENPLAN's CAC has extensive experience performing asbestos inspections, preparing asbestos design/construction abatement specifications, as well as performing air clearance sampling. We are now able to assist clients with another set of complex environmental regulations.

Asbestos can be found in commercial, industrial, residential and institutional buildings. Typical materials containing asbestos include floor coverings, pipe insulation, joint compound, sprayed-on fire proofing and acoustical applications. Asbestos is a known carcinogen with no documented safe level of exposure. As a result, a suite of complex asbestos regulations have been implemented in the interest of public safety.

Asbestos inspections are required under two separate EPA regulations. National Emission Standards for Hazardous Air Pollutants (NESHAP) and the Asbestos Hazard Emergency Response Act (AHERA).

The general public typically encounters requirements under the NESHAP regulations. NESHAP requires building owners to conduct asbestos surveys prior to demolition or renovation activities. Although not required in non-school buildings, many building owners also choose to conduct air sampling following asbestos abatement to ensure the asbestos-containing materials were removed correctly, as well as to limit their liability. ENPLAN interprets the complex asbestos regulations to help our clients remain in compliance and limit short and long term liabilities.

AHERA requires all public and non-profit private K - 12 schools to perform asbestos inspections, develop subsequent management plans (if asbestos is present), perform air sampling following asbestos abatement, and complete periodic re-inspections of the asbestos containing materials. ENPLAN staff are fully trained and certified in accordance with the curriculum established by AHERA.
